Forest management by State Forests is carried out on the basis of 10-year forest organization plan drawn up for forest districts. On behalf of State forests they are implemented by specialised forest services, such as Forest Organization Office and Forest Geodesy. The plans once consulted with the public are approved by the Ministry of Environment.

Organization of forests deals with social utility of forests and their continuity. It combines achievements and knowledge on silviculture, protection and usage as well as geodesy and hunting. Organization of forests is based both on natural and economic properties of forest production.
